A possible theory given is that the fever owed its origins to the inadequacy of the supply of food to the poor population of the districts. Colonel [Thomas Wolseley] Haig theory on the disease’s origins is that ‘the germ…is always present in the country, but it is the failing stamina of the population that calls it into activity’.
