Born in London, the second son of Charles I and Queen Henrietta Maria, Charles II succeeded to the throne in 1660. When the Duke of York was Commissioner in Scotland for his brother Charles II, Sir Robert Sibbald produced to him the original order of James VI to Parliament for the establishment of a College of Physicians in Edinburgh, which had come into his possession through his uncle, Dr George Sibbald.
The Duke of York recognised the signature of his grandfather and undertook to use his influence with the King. Further support came from Dr Charles Scarborough, his Majesty's first physician, and Sibbald's friend the Earl of Perth used his influence with the nobility of Scotland. The Royal Charter was granted by Charles II on St Andrew's Day, 29th November 1681.
